Zubiri explained before international guests and participants how the NLUA (National Land Use Act) policy will harmonize the country's existing laws governing the allocation, utilization, development and management of land resources. He also expressed confidence that the Senate will immediately pass his proposed land use measure which he also said will address the seeming lack of a master plan in using the country's natural resources.
